Zoning

The Point Breeze Community Development Coalition is a Registered Community Organization (RCO). Our goals as an RCO are to provide opportunities for residents learn about the development process and provide feedback on projects. Our boundaries extend from Washington to Snyder Avenues and from Broad to 25th Streets. Before attending a meeting, please review the PowerPoint to learn more about zoning in Philadelphia. The Point Breeze Community Development Coalition RCO community zoning meetings are the 4th Monday of each month at 6pm. 

Community Members

It is very important that you attend zoning meetings if you have questions, comments, or concerns about a property with a zoning variance pending. The meeting will allow you to hear specifics about the project and discuss matters with the developer.

If you are within a 250ft radius of any project that needs a variance, you should receive a letter in the mail alerting you of the date and time of the community meeting. For those outside of this area, you are always welcome to attend the meeting too! You can find the list for any property by searching the project address here. This list is only used as a way to identify a group of specific near neighbors, not to shut others out of the process. List or no list, ALL community members are welcome and encouraged to participate!

 

The Zoning Board Adjustment (ZBA) will make the final decision on all variances requested. ANYONE can attend a ZBA hearing and testify. It is important and critical that if you are interested and affected by any zoning matter, you attend the ZBA hearing and fill out a white appearance form at the meeting. This will allow you the legal right to appeal the ZBA's decision to the Court of Common Pleas or higher.

 

Please call 311 if you see any issues on construction sites. This includes permits not being posted, street or parking blocked, work being done outside of the allowed hours of M-F 7am-8pm, Sat. Sun and holidays 8am-8pm, blocking of alleyways with trash etc.

Developers

The following are the steps for an applicant seeking to present at our monthly RCO Community Zoning meeting.

 

First, Let us know about you and your project by completing our Zoning Meeting Request Form as soon as possible. 

 

After you complete the form, email pbcdczoning[at]gmail[dot]com and submit:

  • Copy of the Zoning Refusal from ZBA

  • Application for appeal

  • Date of ZBA hearing

  • Site plan that includes the context of the adjacent properties

  • Existing site photographs

  • Floor plans (as is AND as proposed)

  • Depending upon the scale of the project, elevations, sections, and renderings may be requested

  • Any petition signatures from neighbors (if collected)

 

Once those materials are received, the committee will be in touch with applicants about next steps. We ask all developers to present their projects at least twice:

  1. Zoning Committee Meeting (3rd Wednesday of the month at 6pm): Zoning committee members will provide initial feedback and comments based off a set of local RCO created development interests (see below)

  2. RCO Community Zoning Meeting (4th Monday of the month at 6pm): community will weigh in on your project

Prior to the RCO Community Zoning Meeting, please:

 

During the RCO Community Zoning Meeting, be ready to:

  • Begin by reading your refusal, then explain your project and show pictures/drawings

  • Answer questions, listen, and respond to neighbor concerns

 

After the RCO Community Zoning Meeting, you will receive:

  • A letter regarding the results and comments from our meeting
